R Lucille Samuel, a proud native of Rosehill, North Carolina, is a woman of resilience, service, and distinguished leadership. She is the daughter of Rudolph and Rebecca Davidson of Kinston, North Carolina, and sister to the late Dr. Sheila Davidson-Pressley. She is married to Dr. Bernard F. Samuel, and together they have raised two remarkable children: Terrence Samuel of San Diego, California, and Retired U.S. Air Force Staff Sergeant Kametra Marzette of Liberty Hill, Texas, along with her husband, Army Chief Warrant Officer (W-2) Joseph Marzette.

 

A Retired U.S. Army Veteran, Mrs. Samuel honorably served her country for 20 years. Following her military service, she dedicated over 26 years as Executive Administrative Officer for the El Paso County Sheriff’s Office, now retired. She is also the co-owner of Third Generation Martial Arts Association and holds a Bachelor of Science degree in Logistics Management.

 

Her expertise lies in Budget, Finance, and Accounting, and she has made impactful contributions across various professional and community-based organizations. She is a Lifetime Member of Col. Louis A. Carter Post #832 of the American Legion, Lifetime Member of Northeast #187 Disabled Veterans Association, and an active member serving as Treasurer of the El Paso Texas Women Veterans and the Financial Secretary of the International Association of Military Women of Color (IAMWOC) and member of The Woman’s Club of El Paso.

 

Mrs. Samuel is affiliated with several prominent professional groups, including the Association for Accountants and Financial Professionals in Business (IMA), the National Association of Professional Women, and the National Association of Women Law Enforcement Executives (NAWLEE). She is also a proud member of Kappa Epsilon Psi Military Sorority, Inc. (KEY) and serves on the Board of the El Paso Commission for Women of which she is a 2025 Women’s Hall of Fame Inductee.

 

Masonic Affiliations and Leadership

Mrs. Samuel is a highly respected and accomplished member of the Prince Hall Masonic Family in Texas. Her leadership and legacy within these prestigious organizations are deeply rooted and enduring.

 

Her portrait is proudly displayed in the Wilbert M. Curtis Texas Prince Hall Library Museum as the:

  • First Grand Princess Captain Emerita of Texas of the Lone Star Grand Guild
  • First Royal Grand Perfect Matron Emerita of Texas of the Margaret A. McDow Grand Court, Ladies of the Circle of Perfection

  • International Elected Officer, International Grand Court, Order of Cyrene Crusaders, USA
  • CEO, Grand High Court Heroines of Jericho of Texas, located in Fort Worth, Texas

 

Service & Advocacy

A devoted community servant, Mrs. Samuel sits on the Board of Directors for the McCall Neighborhood Center and works passionately to advance causes close to her heart. She is a vocal and active advocate against domestic violence and cancer, supporting organizations such as La Posada Home, the YWCA Transitional Living Center, and local Breast Cancer Awareness groups.

 

In recognition of her service and sacrifice, she was honored in 2022 by the Quilts of Honor Foundation, receiving a Quilt of Valor, bestowed upon veterans and service members as a symbol of healing and gratitude.  Awarded as 2025 Unsung Hero for the General Conference of Grand Courts Heroines of Jericho, USA and the Bahamas.
